System Buffer

To avoid oracle attacks, there is a 3% buffer for the collateralization ratio between the value of issued OURO and the value of the pool of assets held by the platform.
The system will only mint new OGS and sell them for collateral when the value of the assets held in the pool is more than 3% less than the value of the issued OURO. The system will only use excess collateral in the pool to conduct OGS buyback and burn (also OURO appreciation) when the value of the assets held in the pool is 3% higher than the value of the issued OURO.
